Because that'd be silly. A book called New Avengers with new Avengers ? Naw, you're gonna want the popular characters from 50 years ago.
The book was originally going to be Barddox Academy, and the Murderworld thing was supposed to be one arc. But then they decided to specifically focus on that arc.
I really don't get why they think people want this. It just seems like a waste of good characters.
Those characters would never have a chance to grow up, anyway. Might as well do something else with them.

Outside of the new characters developed specifically for this series, the one character at greatest risk of getting killed off is actually Arcade.
The whole Murderworld arc will likely take up 8 to 12 issues, at which point, dependent on sales, Marvel will decide to either conclude the series or continue it on with a new story/direction.
This would normally be presented as a limited maxiseries, but market research has shown that ongoings sell better (which is likely the sole reason the book is being marketed as an ongoing).

I think the academy students should have gone off somewhere or some should be in young avengers. It's a pity.
