They competed in a reverse-gimmick match once on Raw Roulette. Goldust used William Regal's brass knucks to knock out WIlliam Regal while he was doing the sleazy Goldust posing. If WIlliam Regal is just as good with the Brass Knucks, but Goldust is a lot less shy about being all freaky, I'm giving the advantage to Goldust.
Regal was FREAKED by Goldust's antics.

I doubt Regal would pull the brass knucks out immediately since Goldust would be all over him while he does that, so I guess he'd have to hold the Bizarre One off until he can do one of his crazy suplexes. Not sure if Goldust can tank more than one punch with them on, though.
If we're talking strongest incarnations, Regal Roundtable-era Willy for the win!
In which, of course, he shows up, gets beaten up a bit, then has Kozlov and Zeke jump Goldie.
