    The thing about a mysterious character, a mysterious plotline or pretty much anything else mysterious is that you should really get around to resolving the mystery at some point, otherwise all you have to look at is an unsolved anomaly... Which is more annoying than interesting.

    As such, the best mysterious characters are those who present an intriguing conundrum, then stay interesting once it's resolved.
    A Flock of Sheep.
    A Pack of Wolves.
    An Inconvenience of Heroes.

    I do like Yan Angwa from Exit Fate, simply because the main character gets progressively more and more annoyed at his mysterious bullshit and utter refusal to explain his motivations and actions.

    Then, after you beat the final bonus boss (the bonus bosses are shadow versions of characters that reveal alternate timelines) which is his shadow, you're all set to learn what he's trying to do!

    And then Yan Angwa tells it to shut up and go away before the flashback can start.

    It goes from annoying to hilarious.

    Worst: Gunnerkrigg Court's Ms. Jones. Yes, she's cool, but Tom has wasted time and dicked around teasing about her origins so much that it's just impossible to give a shit anymore, and I think that's about the worst thing for a mystery. I don't care what Jones is.

    It was fine until the recent backtracking segment. It would probably read better if it hadn't taken us a couple weeks to go through.

    It takes a special kind of mystery man to have an issue about your origin that just makes your origin more mysterious.
