Grimjack:
The Demon issue was only mildly entertaining, but I loved that Grimjack issue. In the city of Cynosure, votes are directly based on campaign donations. The more you donate, the more votes you get. The winner takes all the proceeds, and that becomes his operating budget for his administration. As soon as the city coffers run low, it's time for another election.
