The books announced are JLA related and in JLA centric news. It didn't made any sense to announce the book then if it's not connected.
The most likely options are probably Doom Patrol and Booster Gold, to be honest. Those have nothing to do with JLA. And if its another concept it will have nothing to do with JLA too.
