I think that's sort of how it works.
Nightcrawler's teleporting wasn't similar to the transport beams in Star Trek. There was no dematerialization/re-materialization of atoms. Rather he stepped into a pocket of limbo, like a wormhole and stepped out elsewhere within his line of sight. He seemed to maintain the same relative speed of velocity exiting a bamf as he had entering it.
