It could just be Rhodes, who already is sort of an enforcer for the US. Plus I think he's the Patriot in the new Iron Man movie.

Ok, I think I found who is in the armor : Major John Walker (appeared in UCXM #9-10-11).
He is US Agent in the 616, but here, he will be Iron Patriot.
