I have the same bad impression of Viper from when the character was in that bad David Hasseloff Nick Fury show, she had blond hair there too. Hopefully they've not inspired themselves from that show.

I'm not feeling the blonde hair either. Black would've been the way to go. Heck, I would've preferred black over green. And yes, I'm hoping Viper has ties to Hydra. I know it's too much to expect this film to be part of Marvel's shared cinematic universe but surely a "Hydra" name drop isn't too much to ask for. As for Silver Samurai, from what I can tell he doesn't look too bad. His standard costume (like most hero/villian costumes) wouldn't translate well in terms of live action so a more traditional looking samurai outfit is a good call.

Guys, you realize these are all preliminary/set photos... I wouldn't expect the final product to look anything like it. There's a lot that goes on in between.
They could easily alter her hair color in production.
I remember when preliminary photos from the Captain America film came out...and they looked ridiculous.
