Did he say he wanted to draw it, or take a more active hand in it?
He could well mean he wants to do covers, have an active hand in the design, maybe do a few two page spreads, hire the creative team directly, help them develop the concepts, etc.
He might be saying, basically, that he doesn't want DC to do what it is currently doing, throwing critically panned creators at their characters and seeing if one of them might catch on against all odds. He wants to put on the next Warren Ellis, as he did with DV8.

Lee said he won't be launching a Wildcats title till he can help work on it himself so no, I don't see the chances of this happening at all.
DC/Marvel reader. Mostly Superman,Batman,X-Men,Avengers fan...guess I am a fan of most comics.
I hope never. I was never into the Wildstorm universe. I wish they didn't have a title and just start popping up DC universe and join their titles.
If he didn't say with all the words "I will draw it" he heavily implied it, having said so after announcing he will be on Man of Steel and that WildCATS were waiting for him. He could probably still manage to do covers, designs or even some two page spreads while on Man of Steel, even as slow as he is, considering how far away the book is. And he can pretty much hire any creative team he wants. Unlike Didio, everyone seems to like Lee. If he really wanted he could hire pretty much anyone that don't have an exclusive with Marvel or hasn't sworn against working at DC.
So yeah, I think he really wants to draw it. Makes sense. With him on art, WildCATS will be one of the best selling titles at DC.
I would LOVE to see the WildCATs get a title run. BUT... it depends on how they do it. I think that Lee will be tied up for a while on MoS as well as his other projects, but I feel that he is already piecing together the team. Its only a matter of time for this to happen. For the Team to form, there has to be something to draw them together and make them want to fight together rathan than against one another.
That being said, who would Lee put on the Team and who would be running them (both on and off the battlefield).
Currently available... Grifter, Voodoo and Zealot.
Currently in DCnU... Warblade(not sure he would work since his connection to Nowhere)
That leaves us with Maul, Spartan, Void and Emp from the original Team as well as Majestic, Savant, Ladytron
We will not see Condition Red (Max Cash) as he died already.
IF they wanted, Team 7 could hold some clues to the creation of this Team, as could other titles such as JLA, Hawkman or Superman.
I would love to see WildCATs also get a new batch of characters and possibly some 'missing' DC characters on the roster. It would be a good twist (like Stormwatch with Martian Manhunter).
Ted Grant hasn't even been officially introduced in Earth 2 yet, I think it's a bit soon to give him a spin-off title.
Be a fan of the creators, not the characters.

But that does raise an interesting point . . . how likely would DC be to revive the team and call it "WildCATS" if they also might bring back a popular hero named Wildcat? If Ted becomes a hero, would he get a new codename? Or would they maybe revive the concept of "WildCATS", but it give the group a different team name?

Look for it in about a year and a half to two years, which is about how long it will take Jim Lee to manage to get out the first six or so issues of MOS before he punks out and quits.
Also, when it does come out, look for it to suck, a la Stormwatch.
Only if they threw money at Joe Casey, took a knee, said 'pretty pwease with sugar on top and ice cweam inna middle' and gave him, uh, "WildCATs Forever" to finish his story properly.
Most anything short of that, who cares?
