Disagree. Almost all of Batman's enemies are insane maniac's that want to fight batman for some reason. I've already mentioned that Joker has taken advantage but I can also recall Scarescrow and Cornelius Stirk doing it or at least being aware of it as "the place batman meets Gordon, who it would also be nice to kill."

Pretty much. The signal is pretty much a huge "Insert exquisitely convoluted and overwhelming ambush here!" sign.
Especially if you consider League enemies as well as Gothamite enemies, which would bring in a large number of guys capable of showing up to casually blow up the entire building when he lands on the roof.

Isn't the Bat-Signal on the top of the Gotham PD building? So while the more nutty villians might risk it to take a shot at Batman, your avergae thugs are going to suggest some kind of ambush that DOESN'T involve fighting their way through Gotham's Finest first.
Because no matter HOW corrupt the cops are, when thugs kick down the door guns blazing, you hit the dirt and fire back.
And while the Joker may not listen to his thugs, Two-Face or the Penguin are much more reasonable about the whole thing. (Usually)

Well, the wilder depictions need only have a high ranking member of the Metropolis PD say: "Superman, might I request a moment of your time?" and he'll show up.
I tend to find the idea that he can perpetually filter all noise in a ludicrously wide area for relevant information harder to swallow than his physical abilities though.
Hearing panicked screams or explosions from miles away? Sure. Listening to a specific conversation whilst sitting in a cafe several streets distant? No problem.
Reacting to a gunshot before the sound could have reached him or hearing distress calls from other planets? Ugh.
