Well it depends on how much you can get the base to hold, and how much of a building you need to qualify as a "building". I mean people are already talking about a Space Elevator up to HEO in Geo-Synch like it's doable, if everyone were willing to spend the time, effort, and most of all MONEY that would be required. But that's basically just a really long wire to space. If you're talking about an actual building that people could walk in or something, the biggest I heard of even being planned was three miles tall, and that never got off the blueprints.

Hmm.
Well then, more interesting question: If an Omnipotent being creates an infinitely large dimension that is entirely "indoors", that is to say a n endless three-dimensional maze made up of rooms connected by doorways and stairwells, then it obviously won't collapse into a vast singularity due to having no central point to collapse in towards.
That said, what would gravity be like there? I'm thinking there functionally wouldn't be very much due to the absence of a clear "Down", for much the same reasons as it not instantly imploding.

I imagine one race who could do such a thing are better off making Dyson spheres.
I would think for such a insanely big tower, one would need lots of weird alloys, and gravity technology to keep it from breaking apart/falling.
