Yes, but the question wasn't whether you want T-Girl's powers or Johnny X/Super Dukey Powers, it was the Rat talisman vs. the Static Animator.
For the rat Talisman, we pretty much have to go with the feats for the Talisman, unless you know a good way to get the powers, T-Girl style.

I just want to note that gaining the powers of the Rat Talisman kinda defeats the point of having the Rat Talisman.
In other news, if you had to choose between one of the Talismans- gaining the powers of the Talisman you chose in addition to having a copy of said Talisman- which would you pick? Only the Talisman you choose exists in the scenario, so no trying to go and all of them somehow.

Rooster or Horse, I'd think.
Levitation of self and others is the best compromise of practical and flashy, whilst being able to cure all illness and most damage is a great career path option.
Plus, with the physical talisman as well as a copy of the power, I can present it as an explanation of my powers then if it's confiscated, stolen or I opt to sell it then I can feign ignorance of how I'm the only user who managed to permanently keep the power after putting it down.
