I wouldn't recommend it: It's not got a fun enough tone for how incredibly, unrelentingly silly almost every concept involved in it is, so the whole thing is just a jarringly surreal train wreck that persists in trying to get you to consider it completely serious and largely realistic.

Surely it can't be any worse than the second film, which required you to ignore that everyone except the Joker, Batman, Lucius and Alfred were complete morons? And where the Joker kept saying the most idiotic and blatantly false things?

The fact that it was so goofy and kept up a serious tone was something I liked a lot about Dark Knight Rises. *shrug*
I kinda took that part as deliberate. He's pretending to be chaos incarnate so people don't notice he's actually an absurdly meticulous planner.
...It wasn't quite as bad because most of the absurdity revolved around a single character for most of the run time, though pretty much everything after Two Face shows up is about as bad as the third film.
Pretty much the only thing holding the second film together is the acting, actually.

I can't work out what's the worst part of being a DCU prison guard: Putting up with the constant jokes from friends, family members and the media about how you can never keep anyone in more than a week... Or cleaning up the mess after the Spectre pops in once or twice per year.
