It's Terry Sloan. He made his appearance in issue 2 attacking Mr. Terrific (Michael Holt). Don't know if his codename is also Mr. Terrific or something else. He's probably the smartest man on Earth 2. He was one of the original 8 Wonders (with Batman, Superman, Wonder Woman, Supergirl, Robin, Catwoman and the mysterious 8th member.
