"I don't want to give too much away about them right now, but the Skull has formed his own X-Men squad," Remender said. "So he's basically become an evil Charles Xavier.
Only he doesn't have real powers...unless they're powering him up. Remender seems to be saying that at least.

I guess the fact that he was a terrorist member of the Brotherhood for quite awhile was never public knowledge in the MU.

The other X-Men joining the "Uncanny Avengers," Rogue and Wolverine, have backgrounds that are tainted by violence and criminal activity.
Havok's got his fair share of screw-ups. Remender does make an interesting note about Rogue's past that didn't occur to me until now: literally half of the roster (Rogue, Scarlet Witch and Havok) have been members of the Brotherhood at one time or another.
My minor quibble aside, I'm really excited for this. The cast bores me to tears to be entirely honest, but so did the pitched cast of Uncanny X-Force. Knowing he's planning to expand and the fact he's planning to handle the run in the same "mega-arc" methodology he uses for UXF (Which harkens back to the classic Claremont UXM style in a good way), I'm very excited.
Remender pretty explicitly said in the interview that Red Skull will get a significant power up.

Though counter to your (And my) point, the retcon to that does indicate he was actually working undercover for the government as a mole in the Brotherhood. A pretty easy PR spin on that one. Most of Havok's stuff can be swept under the rug pretty easily. His major exposure to the public has been a combination of working for X-Factor along with very publicly sacrificing his life to save the world (Fall of the Mutants).
"Havok is an experienced leader. He fought a war in space and ran the government's X-Factor team. That doesn't mean, though, that's he going to be comfortable giving orders to people like Captain America and Wolverine, and he's going to make some mistakes that will have huge ramifications."
Um...Havok has given orders to Wolverine before. While he was leading a team that Rogue was on as well...
Basically, Remender is Havok's fanboy, ammirite?
That's really why he's leading. Remender is a brilliant, talented writer who managed to shape and mold his reasoning, just convincing enough, to legitimize planting Alex in the front seat.

It was also explained Havok was under mind-control from Dark Beast for a time during his tenure in the brotherhood wasn't it ?
I seem to remember Havok being a bad guy was a huge part of the Government X-Factor last arcs. You can bet Val Cooper did some P.R. ^^
And Wolverine was seldom there during his leadership.
