I think the PG isn't the problem. Other organizations did the PG thing before WWE and ended up fine. I believe WWE need to dial down the length of promos, the recaps, and the twitter references. Mainly the first two. A little more wrestling wouldn't hurt either. Also have storylines for their lower to mid card roster. They're gradually doing that but keep it up.

Also I've just saw the video of Tornado and Hero's feud. Thats evident on how you can really tell a story in the ring better than telling it on a twenty-thirty minute promo

I don't think WWE will ever have a guy working for other companies when under WWE contract. But a part-time schedule shouldn't be a deal-killer. Why should wrestlers have matches every week? I mean, if you're establishing a guy, or he's a real draw, sure, have him on every week. But why not just use guys when there's a concrete reason (like a storyline) to do so? If you don't have anything in particular for someone to do, there's no reason to trot someone out for a match that doesn't mean anything. That could be a week off the road instead of a meaningless three minute match.
I'm surprised they didn't try and run Jinder and Khali as a tag team a bit longer.
I think Khali works okay in a tag team, where a solid worker can essentially carry the match. Khali just has to stand in the corner and pull off a few power moves here and there. I think they might have been a pretty dominant tag team if given a chance. But they ended up breaking up pretty quickly.
The tricky part is balancing more wrestling with more storylines. Typically storylines are more advanced by promos than actual wrestling matches.
One thing I will give Russo credit for is that he tried to give EVERYONE a storyline. Even the curtain jerkers were often involved in angles and storylines. The upside to that was that we were given a reason to care about everyone and not just the main eventers. The downside was it drastically increased the amount of promo's the show, in addition to leading to more run in's. Instead of a 15 minute match, you'd get a 5 minute match sandwiched between 2 5 minute promo or angle segments.
I do think we get a BIT more actual wrestling now than we get back then. But without skits and promo segments for mid-carders to supplement the matches, in some cases we have less reason to care about them. I'm not sure which is necessarily better or worse.
