No. Spider-Man is a flagship character to Marvel. Same as Captain America and the Hulk. DC has Superman, Batman, and Wonder Woman. You would not find many non-comic readers knowing who Nightwing even is. The character of Robin no matter who it is would also come up before Nightwing. Plain and simple not well known.
First of all, it's not his own identity, he got it from Superman. Nightwing was originally a Kandorian superhero.
Secondly, becoming a vigilante crimefighter that works mostly nights, uses a batline, batarangs, etcetera... Not really that big a statement of independance. More like following in your surrogate father's footsteps.

But we didn't see Spider-Man taking over for Captain America when he was killed. Spider-Man has never tried to be another hero. Nightwing may be the son of Batman but that doesn't make him Batman. Now that they subplanted him in that way, Nightwing is always going to have that prize to win. It was a complete mistake for the character and if they had Nightwing to have taken Batman's place as Nightwing and not Batman he'd probably be on the right road to challenge Spider-Man's popularity.
Oh stop it. If they had Nightwing taken Batman's place as Nightwing then quite frankly it wouldn't have been what it was. Nightwing is never ever gonna challenge Spider-Man's popularity, not even if they had Nightwing take Batman, Superman, and Wonder Woman's place as Nightwing simultaneously.

I'm pretty sure Nightwing taking over as Batman, along with the New 52, actually helped him out quite a lot. Pre-reboot, his comic was doing around 20k sales per issue, and after returning to Nightwing, he's regularly around 50k. I'm pretty sure his tenure as Batman helped that out at least a little bit.
See what I mean about Dick getting the prize of being Batman... Just being Nightwing's never going to measure up.
Except that he's kept those new fans for the last ten or so issues. It's the same concept as Batman having a crossover. It gets people to read the other comics, and at this point, Nightwing's readership has nearly tripled. He's even doing better than Wonder Woman, from what I've seen, so...can't imagine him "not measuring up."
Pushing him to Spidey type levels is pushing him to Superman and Batman levels. So no, never going to happen.
They can definitely push him to Top 5 DC hero if they really wanted to
