I loved Ra's Al Ghul in Batman Begins, definitely have to go with him if Joker is off the table.
My next choices would be Eckhart's Harvey Dent and Pfeifer's Catwoman..I didn't really think of Hathaway's Catwoman as a villain.

Aaron Eckhart's Harvey Dent by far. He had a great character arc that paralleled Bruce Wayne's, the White Knight who loses his way. Great performance overshadowed and underrated, I believe.
Bain Capital's voice was so juiced--and so obviously added during post-production--that it sounded like it was coming from another theater room showing a different movie. I left with 45 minutes left in the flick mainly because he was so annoying.
Voted for Bane, but I'm glad to see Ra's tied, because I wanted to vote for that one too.
I voted for Nolan's Scarecrow. I love that character and I thought the actor did a great job.
Catwoman from TDKR was definitely my favorite character on the list so she got my vote. Though considering she wasn't much a villain I would say my favorite was Two-Face in TDK, I thought his downfall was greatly played out.
Yeah I didn't vote for Selina because she wasn't really a villain, but still, it was much better than the Batman Returns version.
I think I'm going with Bane from Dark Knight Rises. My friends and I are already quoting his lines, and if it's anything like how we usually do things, we'll be quoting his dialogue for years.
I will eat the rest of these pringles, then I will break you.
I loved how Nolan handled Scarecrow, so he gets my vote.

I thought the Scarecrow was incredible in the Dark Knight. Ten minutes total (no, less), but a strong presence.
In Batman Begins? Dear Lord, what a let down. He was chewing the scenery in the worst possible way. I expect my villain to be hammy, but Murphy wasn't compelling or anything, he was a shrieking nerd, which I guess is one interpretation of the character, but I can't find it threatning or take him seriously.
Add it the crappy special effects and the fact that he got defeated by Katie Freaking Holmes... yeah, didn't like that villain.

The Scarecrow didn't have 10 minutes screen time in Dark Knight. More like 10 seconds. Or did you mean Rises? He was pretty awesome in Rises, yea. Although i'm sure if Ledger was still alive that would have been Joker sitting there.
I also agree that he was lame in Begins. He was about as intimidating as a cotton bud. And the way he went out was even more pathetic than the way Bane went out.
I shall give everyone one guess as to which one mine is :P lol

Still,i believe his performance in TDK was underrated.I enjoyed him even more than Ledger's Joker.
