No, Maggin followed the original story and had Martha weave the costume, and Clark cut the threads with his heat vision.

Three blankets, one of each color. Kryptonian cloth is pliable and stretches, that's why Superman sometimes uses his cape to hold things...or thugs.

Martha made the costume, Jonathan designed the \S/ from seeing it in a dream and the Kents named him Superboy/man:

The no trunks look doesn't look weird to me. In fact, I've thought for a long time they should find a way to get rid of the trunks but keep the rest of the suit the same or change it as little as possible to adjust it to the lack of strong color break in the middle. The New 52 suit does a decent job of doing just that, if they would just get rid of those damn lines all over, and refrain from making it look too metallic as some colorists have done, it would work well. Ironicly Jim Lee, who designed the suit as more armory originally, seems to understand this, and especially lately has dialed back on rendering every line and it's colored in a way that it looks more like cloth. Some, like Nicola Scott and Ivan Reis make it look good, while Jurgens looks a bit clunky at times and George Perez's renderings have looked attrocious...so it depends on the artist. However, that is not because of the lack if trunks. The "Smallville Season 11" suit is a great version that modernizes the suit successfully gets rid of the trunks, but still looks like a classic Superman. That look should eventually replace the armored new 52 look or at least some of the elements (like the belt and the collar) adapted on to it.
