When Keith Giffen put Groot, Rock, Pete et al together for the Star-Lord mini that was among the minis that set up the second consecutive modern cosmic "Annihilation" event by Abnett and Lanning, Groot was indeed much more articulate. For some reason--and if I remember correctly, the readers column had a gripe or two about it--Abnett and Lanning kept the character on board for the Guardians launch. I'm guessing the character was imposed on them because Giffen's mini was so cool.
In any case, Abnett and Lanning didn't do much for Groot's character development except have him keep hollering "I am Groot." Eventually, once Marvel's cosmic resurgence started to go off the rails with the "Realm of Kings" event, one of Inhumans popped up with the revelation that the repeated "I am Groots" was a distinct language that could be understood by texture and nuance and cadence of saying the same darn three words over and over.
I thought that was a lazy way of explaining a lazy way of characterization. DnA, to be kind, were pretty much overwhelmed running Nova, Guardians and the cosmic event stuff, so maybe they had to cut a corner. But the best Groot is the one Griffen wrote in the Star-Lord mini. A tree of few words, but not nearly as few as just "I am Groot."
