He presumably uses the matter rearranger to re-create in short order at least some of his Marvel tech base. Considering some of the things he has made, that makes him a more than significant threat to the setting as a whole.

Yeah, he's too slow and doesn't really have any defenses against stuff like genjutsu, but if he goes the prep route then the Narutoverse is going to have some problems.
