Yes, this is JLU Hawkgirl.

Both of them are tough and while Azula does have a lot of raw offensive power, Hawkgirl seemed pretty tough in the cartoon. I thought I remember her having some decent durability which might do her well against Azula's attacks, but I'm not 100% sure.

Who has the advantage here, Azula because she has ranged attacks, or Hawkgirl because she can fly and has the nth metal mace?

Flight's not that big of an advantage since Azula could rocket boot around even without the boost from Sozin's comet. And the Nth metal mace is probably gonna have difficulty dealing with massive waves of flame, even though it'd probably be really good against the much thinner lightning bolts.

I'd go with Azula. The girl isn't just a bender but also a skilled martial artist and has flat out displayed feats of superhuman strength and durability.
