a. it only covers porn; excessively graphically violent movies are, in theory, banned.

b. Every state has banned X - but the two territories have not leading to a thriving mail order business (and a massive under the counter trade).

Funny sidenote: While it's technically illegal to sell X-rated videos in person here in Queensland, a company with a registered office in the NT or ACT can store DVDs in Queensland and mail them to people anywhere in Australia. So somewhere near Gympie - one of the most conservative towns in the msot conservativestate in the country - there's a gigantic warehouse full of porn DVDs and sextoys.
