I think Daniel's work really shined when he was working with Morrison on R.I.P. His Rur En Arrh Batman is my favorite Batman ever (it's currently my computer wallpaper). I was sceptical when he started as writer, but he ended up winning me over.
That being said, I'm really excited about seeing some new blood on 'Tec. I don't have enough room on my pull list to get every Bat-title, so it's nice that they're switching up talents on one. ...but they better not dare change the creative teams on Inc. or Batman proper.

I'm not sure what you're refering to specifically, but I think they're pretty good about how they treat the fans. For one thing, they're the most affordable publisher to subscribe to. I feel more appreciated as a DC subscriber than I did when I was getting only Marvel.
They ain't cancelling tec. It's a sales juggernaut. I wish they kept Daniels on art. He's a great artist and only keeps getting better. His issue with writing was that he tried to introduce a million plot points that made his work claustrophobic. Also you can clearly tell he takes influence from DKR, Year One, LH, DV, and his homages to them come off as being too eager. Too many of his lines sound like Frank Miller (except in a setting that is very un Miller).
Fabok has proven that he is capable of drawing a great Batman.
Gregg Hurwitz seems a contender for writer, but with Fabok as my choice then i guess it would seem very close to Finch's work on Hurwitz's other Batman book.
But then regardless of artist, if Hurwitz is writing both Tec and DK (both of which feature Bruce Wayne), then that could also be risky, unless one deals with a much younger Bruce.
I would definitely support Fialkov as the new writer. I don't know how likely that will be, though. Of course, despite not selling well, I, Vampire seems to have done pretty well critically, so maybe.
