Wow. What a great question. I'm sure I'll be beaten to the answer, but given my avatar I felt the need to post something. My guess is that the Torch will pre-date him, but further research is required. More to come. . .

I don't know about crying, but robots developing human feelings happens in the very first work to even use the word "robot," the 1920 Czech play R.U.R. I'm sure there was an oily tear or two somewhere in all of the science fiction that was written before the Vision was introduced, too.
Edit: Yeah, I checked the full text of R.U.R. and it ends with the robot Helena showing that she has feelings by crying about her lover and asking she be dissected in his place, convincing the last surviving human character to declare them the new Adam and Eve.
