Vader. Longer period of dominance.
And quite frankly, when you actually look at Goldberg's streak, can you honestly say Vader couldn't easily beat most of those guys?

Vader got his eye knocked out of it's socket in a match and he just pushed it back in and kept fighting. I'm going with Vader in this one.
