Not all "traditional" superheros wear masks or are vigilantes. Again, I give you the FF, who fit neither description yet are still superheroes. Or the Black Widow, who doesn't wear a mask, has no secret ID, and is a government agent.
No, they are not 'traditional' superheroes. They are public superheroes with their identities well known. A traditional superhero has a plain 'ordinary', civilian identity (a mild-mannered reporter, a millionaire playboy, a blind attorney) who moonlights in disguise as a costumed crimefighter. Even going far back as to the Shadow, the Lone Ranger, Zorro and the Scarlet Pimpernel. The FF are more like Doc Savage and his crew with superpowers (they even operate out of an office building like Doc Savage).

And as you've said yourself, Black Widow is a covert government agent working for the US. To call her a superhero (sorry, superheroine) would be like calling James Bond a superhero, or a polliceman, or a fireman.

A little surprised no one has brought up Mutant X. I considered putting them on the list (fighting crime secretly, wearing a costume) but I decided not to since they don't really operate using a second persona. Anybody have a good reason they should be put on the list?
In search of Claire...or Libby Hoeler :D
