    There are several different thing you need to be an actual superhero.

    * They fight evil in some manner
    * They have abilities that set them apart from normal people (special weapons and equipment fall into this category.)
    * They have a distinct costume or look that sets them apart from normal people
    * They wear a mask or otherwise wise have a secret identity.

    Any character that has all four going for them is obviously a superhero.
    Most characters that have three categories going for them easily fit into the superhero mold.
    Two is pushing it.

    There are a lot of super-heroes that don't wear masks or have secret identities. See: The Fantastic Four/The Legion of Super-Heroes. They have CODENAMES. And I think, the majority of Super-Heroes have those at the very least, public identity or no.
