The plan was always to rotate writers. Kirkman wants it to be similar to a TV writer's room where there is a group of writers pitching ideas. So you'll seeing a team of writers rotating arcs on the book.

Black Jack is a FANTASTIC manga! Tezuka goes all out especially the insane medical conditions/operations he made up to excite the story. Not only that, the critical and viscous critique on medical politics and medical procedures he brought forth and he was able to do this in a readable and almost all-age stories. Definitely my favorite work by him next to Ode to Kirihito.
