Cyclops ad portas
Franklin Richards and Mad Jim Jaspers are well above Odin. And above the Phoenix. And above Odin bearing the Phoenix Force...but we arenīt speaking about them now; we are speaking about the Five. I think the whole Phoenix is more or less about the same level as Galactus, who is above Odin (but close enough to give a good fight), but each of the Five holds only a fifth of that power, so I would say that each of them is below Odinīs level of power, but when combined they are about his level of power or maybe only a bit above him.

Homer: Ned Flanders, I mock your value system. You also appear foolish to the eyes of others.
Ned: Well howdy, Homer! Thanks for dropping by!
[Level 2 antagonism]
Homer: Past instances in which I professed to like you, were fraudulent.
Ned: Oh well. I'll just have to try harder. Thanks for dropping by!
[Maximum hostility factor]
Homer: I engaged in intercourse with your spouse or significant other. Now that's psychiatry!
Meh...their own powers are irrelevant; I think the Phoenix has given each of them super-strength, invulnerability, energy projection, telepathy and teleportation far better than the powers they already had; maybe Emma is still a better telepath than Cyclops, and maybe Namor is still stronger than Magik, but you would barely notice it when you are fighting them because, you know, all or them can nuke a planet, so being punched is the least of your worries.
What about the Phionx Gun?

Galactus has a healthy instinct of self-preservation, something most of the people that become superheroes lacks (Rachel, for example). I think any could destroy the other, but while Rachel/the Phoenix was willing to take a 50 % chance of destruction, Galactus wasnīt willing to do so.
I donīt think that every Elder God is as powerful as Odin. The Elder Gods are called that way because they are ancient, but they arenīt all-powerful. Tsathoggua and Omn were weak enought that Conan could fight them; Borri had to escape from a bunch of Disir, which were weak enough to be enslaved by Loki and Mephisto or driven away by Hela; Dagon had only strength class 50 and Gilgamesh could fight him; Pazuzu was quite weaker than Mephisto...etc.
And yes, I know not all those are siblings of Gaia, Cthon and Seth; but I donīt think it was explicitly said that the gods Legion destroyed were siblings of Cthon either.
