Thanos, unless this is PC Darkseid

Braniac vs. Apocolypse
Braniac, Apoc suffers from a lack of feats. One of the worst hype to feat ratios.

Lex Luthor vs. The Kingpin
Lex. Kingpin is very good and very tough, but Lex can get in his standard battle suit and will wreck Kingpin and his whole organization.

Catwoman vs. Black Cat
Black Cat. She has better stats and luck powers.

The Joker vs. The Green Goblin
Goblin is much faster, much stronger, and has better standard equipment.

Poison Ivy vs. The Echantress
Enchantress is WAY out of Ms. Isley's league.

Two-Face vs. The Red Skull
Two face is just a guy with facial scars and a weird quirk. Red Skull actually has demonstrable skill and attributes like Captain America.

Clayface vs. Venom
Neither is going to hurt the other.

Solomon Grundy vs. Red Hulk
Grundy has variable power levels. Some might give RHulk a fight, others certainly will not.

Deathstroke vs. Deadpool
Pool can just suicide bomb him. His healing factor is the big fight tipper here.

Ra's Al Ghul vs. Dr. Doom
Doom could take a nap and still win.

Sinestro vs. The Mandarin
Sinestro.

Ultron vs. Metallo
Ultron.

Mister Sinister vs. Black Hand
Black Hand.

Lady Deathstrike vs. Cheetah
Cheetah, by blitz.

The Mole Man vs. The Penguin
Moley relies on his minions. I don't remember if he can personally do anything beyond Penguin's gunbrella.

Bullseye vs. Deadshot
Deadshot's built in weapons might be enough to get him the quickdraw, otherwise he will go down to ricochets.

Sabretooth vs. Gorilla Grodd
Horrible stomp, even if Grodd doesn't use his telepathy.

Juggurnaut vs. Bane
Possibly the worst stomp of the thread.

Hela vs. The Silver Banshee
Silver Banshee is tough, but not God of Death tough.

Moonstone vs. Star Sapphire (Evil Carol Ferris)
Carol probably gets her with the Power of Love.

Titania vs. Giganta
Titania can't handle She-Hulk, Giganta throws down with Wonder Woman.

Lizard vs. Killer Croc
Poor croc. Always gets the Lizard.

Whirlwind vs. Zoom
Reverse Flash.

The Hobgoblin vs. The Scarecrow
Goblin by blitz.

Absorbing Man vs. The Parasite
Parasite absorbs the absorbing man.

Mysterio vs. Abra Kadabra
Abra, by virtue of Mysterio not being able to do much in an arena fight.

Puppet Master vs. Mad Hatter
Without his magic clay and time to sculpt, can Puppet Master do ANYTHING in the arena? I think Hatter tools around with mind control tech.

you missed alot of the match ups and these are not even mine, they are from a video I saw. I know from personal experience on this board that Bane is not a match for a brick like Jugg (I actually used Colossus as one of my very first posts on CBR)
