Starro can work if we use the REBELS version. I guess the biggest problem is that it's yet another alien invasion.
I say, let's do Amazo. If you really want to use Luthor make it a joint Ivo/Luthor project. Maybe Luthor supplies the initial idea and the funding, but Ivo takes the ball and runs with it.
My problem with a character like Darkseid is that it's a very front-loaded choice. He's arguably one of the most impressive villains the League can face off against, especially when you add his invading force of Parademons, the Furies and Kalibak. Most other things would be a significant step back.

SOme people have said than Starro would be corny, but, did you remember how was Toad in the first X-Men movie?
With the right twist, even Starro could work. I mean the people are being possesed by this Lovecraft-like creature, and even with all their force, who are they gonna hit?
Oh, right, we want an action movie with a lot of nameless ugly alien to punch.

The all "no villain to hit" didn't work out well for Green Lantern (and it could have easily resolved, by having Parallax possessing Hammond and giving him the same powers the Jordan Parallax had - also, by making Hammond look a little less ridiculous, he looked like a young Einstein).
Starro could work pretty well if they borrowed some aspects of The Centre from Darwyn Cooke's DC: The New Frontier. The Centre can both possess people and spawn nameless ugly aliens, so everybody wins.

My thought would be Prometheus intro him as someone with a grudge against superheroes out to take them all down and the team has to work together to bring him down.

I vote other, maybe should've voted Luthor since what I want is a Luthor led Injustice Gang.
I think Dakseid and Parallax are interesting choices that would work better for sequels.
Yea but then there would be talk about how ineffectual guys like Superman GL ect (guys with powers) are. "Man why didn't Superman just heat vision the guy" that's all you'd hear. Yea I loved his story in JLA (one of the best issues) but to the masses this probably wouldn't work.
Their disbelief isn't as good as ours lol

Oh yea absolutely with Lex. That's what most people have been saying about him forever. "Why is Superman's main bad guy some bald dude" But one thing Lex has over most other human bad guys is "street cred" he is well know for taking on Superman. Everyones disbelief is already there. Now add the injustice gang and you have even more cred. Lex has just been doing this longer.
But I do think Prometheus would work if you show respect to the heroes with power just like in JLA. He knew Superman was too hard to kill (he also wanted something more out of it) so he put him in a situation where he would have Superman kill himself. Also the respect to the other characters was very nice. Like how he took MM with fire BUT in a new and interesting way that MM had never seen before because if it were just him with a flamethrower or whatever I'd be like "man has MM faced stuff like this before shouldn't he be able to counter".
Also Superman doesn't just fry them because there's more of them. Why didn't the Hulk just smash everyone? Because there was a lot. The idea of more than one bad guy ramps things up in the minds of viewers.
