Favorite Non-Superman Feature in Action Comics (entire history)

All the talk about the new backup stories in Action got me to thinking of the NON Superman related features which have ran in Action Comics over the years.
If I had to pick two they would be

Zatara (the Golden Age) and Wild Dog who appeared in Action Comics when it was a weekly publication back in 1988-1989.

What are your favorites?

As a character, Zatara. But I haven't read many of his Golden Age appearances. As a feature, I liked Congo Bill and Human Target.
