Jason Todd Reference in Knightfall New Edition

So I am reading through the new edition of Knightfall V1 when I come across a conversation between The Joker and Scarecrow.
Joker says: "I've never killed Bats before...got his snot sniveling partner once...although he seems to be back somehow..."

Obviously Jason Todd comes to mind. But how did he know he was back. I looked it up and these comics were printed back in 93-94 and Jason Todd didn't make his re-appeance in Hush until 2003. Although not for sure he was still alive or dead until Under the Hood that came out in 2005.

So how did The Joker know? Were they just predicting the future?

He was referring to the fact that Robin was "back", even though it was really Tim under the mask this time.

He was referring to Tim Drake. People not in the superhero community have no idea that Nightwing used to be the first Robin, or that there's been more than maybe two Robins.

Also the second Robin miniseries was the first encounter between Tim and Joker, and Joker is shocked to see Robin alive and says something to the effect of "What?! How can you be alive? I killed you!!"
