That's what anybody could see.... the shift in weight is the start of the punch. You can't throw a proper punch without the shift in weight. The whole stadium knows he's going to do it by that point. It's part of the attack.

Depends what subtle cues would need to precede such a movement. Given that it's probably going to shift from move to move rather than carrying them out entirely separately, it's going to be preparing to do whatever comes next as it does the first thing.

I'd say that Naruto is a good bet while he's in his Kyubi shroud pre-Kyubi taming (When it's red). The chakra cloak itself has been shown to have it's own mind and attack on it's own while Naruto's body is making different movement's. Also another bodyreader like Sasuke would be good.
