I'll have to read the entire issue to get a real opinion. I don't see anything really interesting, but there's nothing too jaw-dropping bad about it. The art is nice.

No, her name is Bright Eyes. She's shown at the the end of the Teen Titans Annual in the character design pages.

Her large bosom might be part of the reason the creators gave her this specific code name. But, I believe her concept art was labeled Bright Eyes.
