Because she is Supergirl........that seems to work only for Batman
I am loving her in the New 52, my favorite of the Supes family, and my favorite female led book and character.
I just started reading her as part of my New 52 exploration. I didn't get to reading her until recently but once I did, I got all the back issues and read them straight through. She is great for a lot of the reasons listed.
With female super heroes you get to see the characters humanity more. Kara desperately misses her family and her home. She can be fooled and is desperate for answers because they connect her to her life. When she attacks Superman, it is more of a scared teen fit than anything else.
Her personality isn't hardened and tough. She wants to do the right thing on principal. She is also drawn as an adorable girl next door without the "I am a cool bitch" edge. You think you could actually like her as a friend. I am really looking forward to seeing how she develops.

Actually there's no evidence that Supergirl's powers will change all that much when she gets older. In fact I think we're being led to the assumption that Kara has arrived already fully powered. She's not going to gradually get any stronger like Superman did growing up on Earth. She landed fully powered, which is just one part of the mystery.
Because its been pointed out that her powers work differently from Superman. And considering there was no growth process when she first arrived, that leads to at least a plausible hypothesis that she arrived fully powered. Superman's powers grew over time because he's a solar battery charging up. If Supergirl arrived on Earth and is already flying and shooting heat vision and the whole nine yards, that suggests there is no charging process for her, which as a result suggests no additional power growth over time beyond her own maturity level and adaptation of the powers she has.
