The most powerful,Non-cosmic, members of the Marvel Universe, DC Universe, Image, Darkhorse, etc. Universes, are put together on an uninhabited Earth-like world in a completely brand new universe.
This is the top 5%, power-wise, from each Comic Book publishers universe, no character duplication, and they are stuck together in this brand new universe. They can't go back, no matter how powerful they are.
Note-this is not just heroes, But all including villains.

*Shrug* You'd still get tiers. Viltrumites are weaker than Kryptonians, for example, and I'm pretty sure the 2000A.D. comics are all street-level.

Certain of the universes have a lot of non-cosmic reality-warpers, so it would get pretty messed up. Marvel alone have Franklin, Wanda, Sentry, Jim Jaspers, Legion, Proteus (I think), Marquis of Death etc all from one version of Earth or another.

Galactus would try to munch on it before getting slapped down. Then...I don't know, they warp reality till they are all back home?
A lot of people get sentience confused for sapience. Your hamster is sentient, you are sapient. Intelligence is sapience.
