Not really, it's more of a partner for Batman. He just always picks 'em young, I guess.but Robin is seen as training wheels for young heroes.
I hate the new costume. It is one of the ugliest designs I've seen outside of a Liefield comic in some time. Nothing wrong with the more mature look he had going pre-Flashpoint. The Teen Titans all need a bit of an overhaul anyway though.
This is how I've always viewed the role of Robin. Batman didn't open a school for young crime-fighters. He's specifically training his partner/successor. It just so happens that some of them are growing up and choosing to move on before he retires/dies, so they have to go somewhere. Tim Drake didn't choose to 'graduate' from being Robin like Dick Grayson did, everyone else decided for him by letting Damian take over. Tim still viewed himself as Batman's partner and so when he had to choose a new name, he wanted to continue to acknowledge that he was still a Robin. Tim Drake got into this gig to be Batman's partner, not to be just a crime-fighter.

We only got one near-ish here (near enough to see commercials, still nowhere close to my town) a few years back. Like, right after Tim became Red Robin. Not exactly McDonald's.
I like the name. Unlike Dick, he doesn't want to move beyond being a Robin. It shows how different he is. Redwing just doesn't convey that message at all. Dick wanted something like a Nightwing role. Tim doesn't.
A lot of people get sentience confused for sapience. Your hamster is sentient, you are sapient. Intelligence is sapience.
My vote would go for Redbird (Since he's used it before, though only online I think), and this costume
