I'm pretty sure Superman (pre-relaunch could handle all of the PPG's villains).. however I can't say the same for the girls. While They could beat most all of them up with little or not trouble, Supes has to out smart a lot of his brainier villains, and im not super Blossom is up to the task. I can't think of to many times were Blossom out smarted her enemies with Super Science, though im sure shes outsmarted by having their own devices backfire, I doubt Lex or Brainiac will be that stupid though.
Rogue and Bishop's daughter would be called Discharge, and she'd touch people and drain all or some of their bioelectrical energy out of them causing them to either die or fall unconscious. She could then use this energy to extend her own life, heal herself, enhance her physical abilities (speed, strength, stamina,) or discharge it as various energy beams.

Supes can pretty much handle the PPG villains, unless he happens to encounter them all at once. The PPG would probably have trouble with the Kryptonian level villains. Lucky for them Bizarro isn't very smart.

He used to do it without even touching people. Assuming this is a scenario, he could just walk by the Utonium household after bedtime and things would get ugly.
