Cancel the low selling books nobody cares about
I would love to see a new Doom Patrol series like no tomorrow!!! And Kamandi as well :)

Captain Atom
I'll be sad to see Captain Atom go but it is hard to excuse such low sales.
So, you cull the bottom six selling titles and replace them with:
1. The Curse of Shazam spinning out of Johns' and Frank's JL back-up story.
2. The Brave and the Bold (or Batman and the Outsiders) where Batman gets to team-up and share the spotlight with some of the great DCU characters that probably aren't able to carry a book on their own.
3. Adam Strange The DC cosmos has gone largely unexplored in the Nu52 (the Green Lantern corner notwithstanding) and Mr. Strange is the perfect vehicle to do so... although I shudder to think what seams and armor-y bits Jim Lee would add to an Adam Strange costume redesign :P
4. Cyborg- Just because that's the way TPTB want it, though I'd rather seen the Milestone character Hardware get another shot at a book.
5. WildCATS because no one asked for it but someone, somewhere still believes the characters to be relevant.
6. Amethyst Princess of Gemworld. Or Maybe Traci13.
Personally, I'd love to see the New Gods get reintroduced, Blackbat & Spoiler, Secret Six (!!!), the Atom, and some DC version of Exiles taking advantage of the Multiverse.
Who wants to save the world? That's what misers do...
I do believe that factors beyond sales come into play. But none of these titles beyond Blue Beetle have a compelling reason to exist. They aren't cult/fan favorites, they don't have an outside synergistic marketing potential. With the exception of Blue Beetle, I am sure these books are gone.
Blue Beetle I feel may well have a chance, perhaps its place taken by Hawkman, which would end for story reasons. The reason being, mainly, that they are now deciding that the Hawks exist in Earth 2, and introducing Hawkgirl over there, and so the whole hawk fate will go down to James Robinson. The fact that they gave the title to Liefeld is also probably a bad sign - last ditch effort sort of thing.
The books I'd like to replace it are...
Adam Strange: Written by Mark Waid or Andy Diggle or Ian Edington or Rob Williams. Art by Max Fuimara.
The Question: Written by Brian Azzarello or Darwyn Cooke or Joshua Hale Fialkov. Art by Szymon Kudranski
Steel: Written by Eric Trautmann or Mike Costa or Nick Spencer, art by CAFU and Aaron Kuder. Steel is who I want, but Cyborg is probably who we'll get. Any of the guys I mention could probably do an able job of it.
Doom Patrol: Written by Matt Kindt or Kieron Gillen or John Rozum (!). Art by Travel Foreman.
Lois Lane, Investigative Journalist: Written by Greg Rucka or Kieron Gillen or Eric Trautmann. Art by ChrisCross.
I'd like to see Shazam, but I think (as mentioned) they're saving the property, waiting for Johns to finish doing what he's doing. By the time issues 13 come out I don't think Johns will be done. I'd love to something happen with the New Gods, but I'm just a bit to wary of bad takes. There have been too many.

CancelI'll go for the vanilla books that add nothing to the line. TBH, I'd rip half the Batline out.

5 maybe B&R if it continues its decline in quality.
Add
1 New, lighter teen team book
2 Gotham Knights: Tim, Cass and Steph book
3 GCPD- Gotham Central successor
4 Flash: Speed Force
5 Cyborg: Leader of a rag-tag team of heroes defending large otherwise unguarded swathes of the US. All the glory hounds are in NY, Gotham or Metropolis. Or Oa.
I would like to say for the record that this is the FIRST TIME I've withheld dong when someone was so desperately asking for some.

In the right hands, a team book like this could become great. Let's not forget that things like Stormwatch began like insane ultra-90 gun-fest but then turned into beloved works like The Authority under capable hands. Do WildCats and put Peter Milligan on it, we could get a great sequel to X-Statix.
Of course, the possibility that Rob Liefeld would be assigned to the project is far more plausible... BUT I CAN DREAM!
Wildcats 3.0 was more relevant and ahead of its time than most superhero comics.
you know, i actually like this Idea of "waves" a lot more now
it definitely feels refreshing to expect new titles coming together at the same time
