The trick for me would be getting the cinematic universe up and running with as few movies as possible. So in that way I would start off with a Batman and Superman World's Finest movie. It would skip the origins because everyone knows who they are and how they came to be. It would be a straight up superhero movie.
The following year I would make Wonder Woman, using the current run as a template. The hook for Wonder Woman would be the focus on Greek Mythology.
In the same year as Wonder Woman, I would put a Flash movie out. It would be a much more light hearted movie than WW. I would use Barry Allen and have the movies hook be his juggling of solving real life type crimes as a crime scene investigator and battling his over the top rogues. I would also put his relationship with his city to be a mirror image of Batman in Gotham.
The next year would see a Green Lantern semi-reboot, similar to what was done with the Hulk. This GL movie would spend more time in space with the Sinestro Corp or the Red Lanters being used as the bad guys. It would show the Corps shift from police force to a more military like status. It would almost exclusively in space with very little time spent on earth. Hal Jordan would be the main character still but the other earth Lanterns would make appearences with John Stewart having a larger role.
After that, we would be ready for the Justice League. Aquaman would be introduced here becuase as awesome as an Aquaman movie would be, it would flop horribly. J'onn or Cyborg would also be introduced in the JL movie.

Batman reboot, with Chris Helmsworth as Batman and Dylan O'Brien as Robin (Dick Grayson).
    Wonder Woman
    Catwoman
    Aquaman
    Nightwing
    Superboy (with Krypto)
    Flash
    The Atom
    Vibe (Yes, seriously)

Most of these, I'd go the Chronicle route and be able to make them for about 12-15 million each, and they'd look awesome.

(and, yes, that's GBP not USD (so around $646 million))
if I had no choice but to step up I might come up with something.... however if its not required... I'd go old school Steve Miller Band. Take The Money and Run!!!

Pretty sure it's kilograms and this question makes no sense.

It's more '(most Western) movies are made by Hollywood' (generalisation) rather than 'in'.

I also provided the 'dollar budget', too - around US$646 million.

So, in light of the income stream which would (hopefully) be derived from the success of your initial movies, where would you go next?

Wait, do DC still own the rights to all the Milestone properties? If so then that's what I'd do with the money - a Milestone Franchise.

First up, Hardware - Because that's how Marvel set up the Avengers franchise with Iron Man. How do you get people to see the black Iron Man and not think it's Steel II? Hmmm, probably casting a basketball player to act in it isn't a good start but that's what I'd do because the difference is Ray Allen can act. You got game? You know he does. How do I get crazy media coverage? Cameo appearance of Barack Obama as the mayor of um, whatever the Milestone city was called.

Next up, Static - Young kid with powers who gets inspired by the new hero Hardware (tie-in with the first movie of the franchise) and the re-emergence of the old hero Icon (tie-in to the next product).

Finally the one that could destroy the franchise, Icon - the TV series. So having made two movies we blow the rest of the 400 pound budget on a TV series. Hopefully there's enough remaining to do something great with.

Now if those three projects generate the necessary profit. Milestone superteam action movie. Awesome.

$46 millions? My choices to float around

    1) Blue Beetle-I might follow the Smallville version with him
    2) Static- Unless you read the first 43 issues of Static and watched the cartoon-please don't apply to write the script.
    3) Aquaman and have the story going with him discovering Aqualad (Brightest Day version) and getting to him before Black Manta
    4) Huntress-Not the current version
    5) Question
    6) Green Arrow
    7) Arzeal
    8) Steel-if he has a new origin in the new DC (I don't know if he does)
    9) Manhunter
    10) Blue Devil

I think all these could fit in that $46 million budget.

And I would be selective who gets cast. NO flavor of the moment casting for these films.

I have 4 choices for Static and they all have shows on Television and 2 have done superhero/comic book series.
I have a choice for Question and he's a vet of the comic field

The hardest one cast would be Blue Beetle. I don't want a Teennick guy playing Jaime.
