    Elektra often doesn't have powers. Do you also mean street level powered types like X-23 (claws and healing factor but operates on the low end of the power tiers)?

    Gina Diggers from Gold Digger is super smart. However, she does use super technology as standard fair (usually a laser pistol and force field), so depending on if you consider that a "power" or not, she might not qualify.

    Arwyn from CrossGen had no powers, though she was the only one who could use a certain magic bow and arrow's exploding arrow abilities. She's a skilled archer, and a decent hand to hand fighter (was able to kill a few orcs with a sword).

    EDIT: Already mentioned, but Lara Croft is also a good one. She had a decently-long run series in Top Cow.

    Daughters of Dragon are powerless (except for a mach arm for one) but don't really have many appearances where they show up w/o Iron Fist and Cage. Still I like Colleen Wing and Misty Knight. In Marvel there are other Shield Agents besides Nat like Bobbi Morse (Mockingbird), Sharon Carter, Maria Hill, et al

    Then where do you draw the line? Bruce's top end is hardly remotely normal either, even if he's not quite at her "Kick down a prison wall" level...

    I draw the line at things like actual Bullet Timing and "Getting punched through a huge rock hard enough to shatter it, and not even cracking a rib."

    Batman crosses into Meta territory for me plenty of times, actually. It's one of the reasons I call bullshit on the "only human" label.
