    There's Sin, the Red Skull's daughter, who now carries the mantle full-time, no face and all.

    Black Cat usually doesn't have powers and she managed to keep pace with Spiderman for years.

    Hmm...Betty and Veronica are powerless, in comics, and it's kick ass how long they can keep poor old Archie and Reggie going on even knowing they'll never get any. Does that count?

    Most are usually related to a male character somehow unfortunately. Electra to Daredevil, Batgirl(s)/Batwoman/Oracle/Catwoman/Robin (Stephanie's run as Robin counted) to Batman (semi-related, Spoiler to Robin), Black Cat (or is she usually powered?) to Spider-Man, and so on. I think even Green Arrow had a female sidekick once. I think there's more powered female superheroes who are separate from a male character than there are unpowered ones.

    Talia Al-ghul
    Harley Quinn has fairly low level physical enhancements and increased poison resistance thanks to Poison Ivy, but that is pretty low end as far as powers go.

    OK, lots of people getting mentioned here have had powers for at least the majority of their runs or have had them back for a while. Especially the depowered mutants. Dani Moonstar is a freaking Valkyrie. Jubilee is a vampire. Mockingbird was given the Infinity Formula and is now explicitly meta. I would count having Lantern Rings as having powers, much like having a 35 billion dollar suit of powered armor having powers. The Black Cat has almost always had her powers - she had them, lost them and had them again countless times now, but most of her appearances are "had them".
