Robinson co-created her so he wants to use her. Since she was a JSA character she fits more with Earth 2 than in the regular DCU. I wonder if Stargirl will be a member of the team. Seeing that Geoff Johns created her, I thought she would start appearing more after his position in the company rose.
Plus the idea seems to be that the Earth-2 heroes are all normal people, so an alien cop or an ancient princess wouldn't fit.

Exactly and that's why I'm surprised we have such a wait to see her again
Plus Court's not just a random creation either. Geoff created her based on his late younger sis who tragically died in TWA Flight 800
Considering that he must have either an economy-sized package of patience or perhaps there are future plans for Court we don't know about yet![]()

Yeah, but Jay, Alan, and Al are just now getting their powers and starting their superhero careers. Up until now, Jay was a VERY normal recent college grad, Al was a normal though heroic soldier, and Alan was--well, as normal as celebrity CEO's get, I guess. Something similar could have been said of Barry Allen, Hal Jordan, etc.; but it could only have been said of them five years before their respective New 52 #1 issues. Earth 2, at least for now, seems to be about ordinary people becoming superheroes and filling the giant hole left by the deceased trinity. I have a feeling Hawkgirl might be less of a newbie than some of the others, but if she's still relatively down-to-earth and a new-ish superhero, that might fit the them better than a space cop.

Well, if she is a reincarnated Egyptian princess, she likely WOULD be relative down-to-earth and a 'new' superhero at the beginning of her story in Earth 2.
On the other hand, Robinson once made some comment in an interview about Hawkgirl having to cope with Flash's 'inexperience', suggesting that she has some experience over him (which goes well with the space cop angle).
If we have someone 'unusual' like an alien cop or a reincarnated warrior among these 'normal' people, I'm sure it would add to the diversity of the team in any case!
Kendra's mom was Latina. They could simply be highlighting that.
If they use something akin to her initial appearances (before they dragged her into all the suicide/reincarnation stuff) it could just be a matter of simplicity. No Egyptian reincarnation or alien space cop stuff, she's just a woman who finds some Thanagarian gear and goes out to fight crime. And then of course as I mentioned she was biracial so that could have played a part in her getting used over Shayera as well.
