It's not like Steve has any sort of supporting cast like Iron Man and Thor does. In the comics Sharon Carter and Nick Fury sort of are his supporting cast anyways.

I'd like Marvel to explore new genres and the Shield movie could be a spy/action film like 007/Bourne films. They could easily introduce new characters in cameos like Carol Danvers, Jessica Drew, Hank Pym, Wendell Vaughn, Sam Wilson, Jimmy Woo or others that could work.
