Have all of these been full members in the main comic book universe continuity? Some of them seemed more like support staff or associates to me. Dick, obviously, was a member and leader as Batman, but not as Robin.

A bunch of them, especially towards the bottom, I think were just in cartoons and/or the Super Powers action figure / toy line.

L-Ron, especially when he was in Despero's body, was a big part of Justice League when Gypsy was a member.

I think the Kirdy-version of Sandman was in a JLA annual, but I don't remeber if he was actually made a member.

Privateer (Mark Shaw) pretended to be an ally, but was really working with the Manhunters. (That was back during a Steve Englehart run.)
