Circus is probably a backdoor into DC's offices.
Stormwatch seems to be so secretive no one but its members and their puppeteers know they even exist, so I suppose that they are the Circus is ruled out.

Issue 1 has so many errors I think his inclusion could be an editorial oversight. In JLI #1 Captain Atom is drawn like his pre-Flashpoint self with a little red flame hair added on. Green Arrow is mentioned as having JL contacts. Blue Beetle is considered yet in his book he's not even recognized as a hero yet.

I am sure this isn't where DC is going with this, but it almost seems like the reboot is an incredibly meta, self-referential thing where 'they' put all those artifacts of the pre-New 52 universe in rooms and slowly begin unpacking them. The 'they' in this situation being both the actual, physical writers, and those organizations like ARGUS.
I imagine "The Circus" consists of the more classic absurd super-villain costumes and weapons, which are quite garish and colorful, but we won't know until we know.

So apparently in JLD Constantine has some notes about the Red Room? I find this a little odd. I thought Constantine only focussed on magic and supernatural phenomena. Isn't the Red Room away from this focus, shouldn't he be focussing on the black room? Or is Constantine more like the Question now and he just explores everything?

The Circus has been mentioned in regards to JLA's Vibe.
So much cool stuff in the Black Room. The Haunted Tank, Etrigan's armor, etc. Constantine told Zee that her father's hat was one of the mystical artifacts in the Black Room. I hope she eventually gets it.
Great story potential for Cyborg in the Red Room.
The Circus may deal with other dimensions. Boom Tube, The Bleed, and other things that can access the Multiverse.
