Black Widow had a pretty good size role in Iron Man 2, and she does stuff, it isn't the same. But Hawkeye, yeah, he didn't do anything in Thor, his part could have been dropped and it wouldn't have matter...but, his role is so small it doesn't really matter, he was just one of a few random Shield guys in that movie.
Yeah, we know it's a bigger organization than those four characters, we see Shield agents walking around all over the place. It would have been better if Hill was that Shield agent that was mind controlled with Hawkeye, that way she could have at least been set up in the movie, disappeared from the movie until after the helicarrier attack, we could see her maybe do something cool during the attack, and it would have sold her as being important enough for Loki to take. She could also still do all the same stuff with Fury after Coulson was gone that way.
He got one action moment at his end, and then they try selling you on his dead being this huge thing. For that to work you kind of need to spend more time with the character, you don't split the time with another character (who fills the same role) when you're trying to build to something within the story with one of them.
It not that she steals his thunder, it's that she takes up time and comes off as useless. Whedon should have been able to see: oh, I'm trying to do this thing, maybe I let the audience hung out with this guy a bit more. How do I do that? Oh, this Hill character's stuff could be Coulsons. Why not Black Widow? Black Widow is one of the main characters in the movie, and that scene helps establish her and what happens later with her and the Hulk. Hill is just kind of there not doing anything.
