The only reason I ask was because of this page in Teen Titans 8:
I don't know if it's just hyperbole to mess with Tim's head or not, but I don't recall Harvey having any special "hypnotic eye" capabilities in the past.

I'm pretty sure it was a hyperbole somewhere along the lines of "starring into the eyes of death itself"
Nope, a friend of mine thought that he'd become a twisted version of Batman in Long Shadows but it was not meant to be taken literally.
In Robin year 1 though when Dick took down Blockbuster and remarked how he'd hate to see someone that nasty with Brains he unfortunately did.. harvey.
No powers but NOT someone to be triffled with.
I always thought that was Chuck Dixon giving a shout out to his Nightwing plots. As you may recall, as Nightwing, Dick went up against a new-and-improved Blockbuster in Bludhaven, complete with brains.
He's good at coin flipping.
If he ever comes to the Marvel Universe, he could join the Death Throws.
Wasn't there a Nightwing thread with a similar title by the same OP?
Sort of, but that was based upon what was going on in Nightwing.
This was something mentioned in Teen Titans that didn't sound right to me, but could have happened during the time I wasn't following comics (or in Detective Comics 9, which I haven't picked up yet).
Neither of these are based on "Boy, wouldn't it be neato / kewl if . . . " fanboy wishes.
Since I'm not reading DC Comics right now, is the Harvest mentioned there the same Poison Ivy created monster who showed up in Dini's Detective run?
Wait don't most of Bats villians not have super powers though? I mean the Joker is completely human and doesen't have any special abilities, the penguinn is also completely human, so is Catwoman, Scarecrow is also human, and the Riddler. The only ones I can think of off the top of my head that are not normal biologically are Killer Crock, and Mr. Freeze, oh and poisen Ivy.
There are some that have had abilities, whether through gimmicks or something biological or chemical.
Don't forget the various Clayfaces, and Blockbuster has had beyond-normal strength.
But also, we're now in the DCnU, so who knows if they may change that or not. Captain Cold (from Flash) now generates cold from his own body, not just a gun like he had in the past.
